Can you tell me the right time?

Santobal, a newly arrived Filipino immigrant, walked up to a traffic cop.

"Hey, Mr. Policeman!" he said. "Can you tell me right time?"

"Three o'clock," replied the officer.

"Damn!" said the Filipino. "What going on in this country? Every time I ask somebody for time I get different answer!"
